Energy Star's Tougher Guidelines for New Homes Stir Debate

The U.S. Environmental Protection Agency is proposing new guidelines for Energy Star New Homes, and though many stakeholders endorse the need for changes to the existing guidelines, others have raised flags about the cost-effectiveness of the additional requirements and testing.
