Three regional greenhouse gas (GHG) cap-and-trade programs will cover 23 U.S. states and five Canadian provinces by 2012. In addition, U.S. federal GHG legislation is likely to be enacted in 2009 or 2010. What affect will these programs have on markets for voluntary carbon offsets?
