Most major utilities’ evaluation, measurement, and verification (EM&V) spending is between 2 and 5 percent of demand-side management (DSM) budgets, according to a review of utility data from the Consortium for Energy Efficiency’s (CEE’s) 2010 “State of the Efficiency Program Industry” report. In this study, the CEE collected 2009 spending data and 2010 budget data from more than 80 U.S. electric utilities. For the entire sample, the CEE found that average EM&V spending in 2009 accounted for 2.8 percent of total DSM budgets, and average planned EM&V spending in 2010 climbed to 3.9 percent of DSM budgets.
