Utilities Seek Energy-Efficiency Partnerships for Stimulus Funds

Utilities seeking access to American Recovery and Reinvestment Act of 2009 (ARRA 2009) funding—or seeking to avoid conflict between their programs and new ARRA-funded initiatives—are reaching out to local administrators of various stimulus-funded programs to offer mutually beneficial guidance. State and local governments are responsible for administering funding for the following federal energy-related programs whose budgets have been increased by the stimulus act: Energy Efficiency and Conservation Block Grant Program, State Energy Program, and Weatherization Assistance Program. To receive funding, local administrators must first propose energy-efficiency programs in applications to the federal government. The federal applications can overstretch the resources of local administrators at times, potentially opening a door for utilities to lend expertise developing program proposals and strategy documents.
