Broadband over Power Lines: What Regulators Think
Electric utilities are investigating a new technology that can deliver fast Internet service to customers while enabling a variety of programs and processes that could help utilities cut costs and deliver better-quality customer care. Known as broadband over power lines (BPL), the technology was tested in more than 25 utility pilot programs in 2004. But a number of critical regulatory and competitive questions must be answered before it can be widely deployed. We interviewed state and federal utility regulators to get their views on the regulatory challenges surrounding BPL and asked what utilities could do to ease their concerns.
