Special Core Report: DSM Outlays Continue as Restructuring Falters
In early 2001, California’s agony over high electric prices and short supply raised anew the debate about the role demand-side management (DSM) initiatives play in addressing the nation’s growing energy demands. This debate prompted E Source to conduct a survey of DSM programs in the Golden State and around the nation. Although competition in retail electricity markets has driven down spending on DSM programs, the decline has plateaued and spending remains robust. Our report gives vendors and energy service providers an overview of DSM spending that may help them to identify potentially lucrative state markets in which to focus their efforts.
